In Pernier, located a few kilometers from the National Police Academy (ENP), armed bandits poison the daily lives of residents by murdering, ransoming and evicting families with complete impunity. The Haitian National Police (PNH) has been absent since the end of January 2023, following the destruction by gangs of the building housing the Pernier Sub-Police Station.
It is an unbearable daily life experienced by the inhabitants of Pernier and neighboring communities. The bandits carry out home visits, threaten residents and force them to pay money continuously, according to the victims’ relatives. To extort money, criminals point their guns at residents, confronting them with traumatic experiences.
The bandits exercise absolute control over the life and socio-economic activities of Pernier, which greatly impacts the community. In public transport, they hold drivers and passengers to ransom. Toll points force motorcyclists and motorists to pay 100 gourdes each time they pass, provoking indignation within the community of Pernier. In addition, they rob users of public roads, who are forced to give in to their demands.
In public markets, traders and consumers also suffer from the tyranny of gangs. Heads of families are systematically attacked and ransomed by criminals who have transformed commercial spaces into conquered land. At Pernier 17, near the Lycée, members linked to armed groups normalize their misdeeds, in a climate of total indifference from the police authorities. The population, desperate, is calling for the intervention of the police, absent in the area since January 2023, to neutralize the criminals.
