In 9 years, from 2015 to 2024, the National Network for the Defense of Human Rights (RNDDH) says it has counted 323 police officers murdered in Haiti by armed bandits. Among the officers killed, 120, or 37%, were recorded during the reign of Frantz Elbé as Acting Director General of the Haitian National Police (PNH), according to a 30-page investigation report published by the RNDDH in the occasion of the 29th anniversary of the police institution.

THE HAITI FACTOR, June 13, 2024._An investigative report carried out and published by the National Network for the Defense of Human Rights (RNDDH) on the mode of operation of the Haitian National Police (PNH) and the working conditions of agents over the last 9 years, presents overwhelming results.

According to RNDDH investigators, from the period from 2015 to 2024, i.e. in 9 years, armed bandits dictating their law in Haiti murdered 323 police officers.

Of this figure, 120 agents, or 37%, died from gunshots by gangsters under the direction of the current Commander in Chief of the National Police of Haiti, Frantz Elbé, specified the investigation report submitted for review. on Wednesday June 12, 2024, the day of the 29th anniversary of the police institution.

In addition to the police officers killed in the exercise of their duties, the National Network for the Defense of Human Rights (RNDDH) says it monitors that since 2012, at least 68 armed attacks have been perpetrated by bandits against police stations, sub-police stations, prisons, specialized unit bases, fixed or mobile PNH patrols.

Among the 68 armed attacks, 55 were orchestrated under the command of Frantz Elbé, investigators reported.

To carry out the investigation from May 6 to 27, 2024, the National Network for the Defense of Human Rights (RNDDH) says it relied on the participation of 132 police officers, including 108 men and 24 women.

They are assigned to police stations, sub-stations, prisons and specialized units located in 8 geographic departments of the country, with the exception of Artibonite and the North-West.

The RNDDH specified that on the basis of a pre-prepared investigation sheet, the police officers were questioned about their general working conditions, their social security, their training, the police materials and equipment provided. available to them as well as the organization of their physical security.

« 33% of the police officers questioned have already been victims of at least one abuse, in the exercise of their duties: gunshot wounds, stabbing attacks, stone attacks and verbal attacks”according to the Network, arguing, moreover, that 95% affirmed that the general working conditions within the PNH constitute, according to them, a source of great frustration.
