P-to-P, June 20, 2024 [AlterPresse] — The president of the Presidential Transitional Council (Cpt), Edgard Leblanc Fils, informs that he has established an official channel of communication with the President of the Republic of Kenya, William Ruto, as part of the Multinational Security Support Mission (Mmas)whose deployment, announced several times in Haiti, is still slow.

Accompanied by the advisor-presidents, Edgard Leblanc Fils spoke, by videoconference, on Wednesday June 19, 2024, with Ruto, who agreed to assume leadership of the Mmas, informs the Cpt in a note of which the AlterPresse online agency.

The president of the Cpt highlights the significant financial contribution of 109 million US dollars, of which the disbursement was authorized by the Secretary of State of the United States of America, Antony Blinkento help the Mmas, which should be led by Kenya, to deploy in Haiti, besieged by armed gangs, according to an article in the Miami Herald newspaper.

The Cpt hopes to materialize the next financial contributions, promised by other partner countries to the Republic of Haiti.

“We will establish communication channels as part of the continued commitment to the restoration of peace in Haiti,” said William Ruto, on his X account, Wednesday June 19, 2024.

A delegation of the Haitian police, led by Divisional Commissioner Prophète Joachim, had a meeting, on Tuesday, June 18, 2024, in Nairobi, with the Kenyan Inspector General of Police, Japhet Koome, at the headquarters of the National Police Service of Kenya (Nps: acronym in English), around the preparations for the next multinational force.

“The Nps remains committed to collaborating in the mission, for the good of the Haitian people, in particular women and children,” Koome tries to reassure the Haitian police.

The Haitian delegation also met other NPS commanders.

At least six other countries, including Jamaica and Benin, have declared to the United Nations (UN) that they plan to send their own police officers as part of the mission, recalls the Miami Herald newspaper.

However, the countries, which have promised their financial support, are still taking time to provide equipment or to invest money in a mission trust fund, managed by the United Nations.

The disbursement of funds for the Multinational Security Support Mission in Haiti was blocked for months by Republican lawmakers.

But, this week, on the basis of a “nuclear option”, American Secretary of State Antony Blinken circumvented the opposition of Republican parliamentarians by authorizing the disbursement of an amount of 109 million dollars for the Mmas.

In Nairobi, several legal challenges have also delayed the deployment of this mission.

This deployment has been authorized since Monday October 2, 2023 by resolution 2699 of the United Nations (UN) organization.following the request made on Thursday October 7, 2022 by the then de facto government.
