April 28, 1804: In a proclamation to the people, Governor General Jean-Jacques Dessalines swears that “no European will ever set foot on this territory as master or owner”. This oath would later be inserted into the Imperial Constitution of 1805, article 12 (the European word replaced by white), and subsequent charters, until 1918 under American occupation.

April 28, 1868: a riot in Port-au-Prince initiated by opponents of the government of Sylvain Salnave whose actions, since the dissolution of the Chamber on October 14, 1867, reflected dictatorial desires. However, it was quickly suppressed by government forces who put Port-au-Prince under siege.

Remember that at this time, President Salnave was traveling in the north and did not return to the capital until May 4.

April 28, 2010: Mgr. Launay Saturné is named bishop of Jacmel by Pope Benedict XVI. The prelate will receive his episcopal consecration on May 29, 2010.

April 28, 2016: Special Coordinator at the US Department of State, Kenneth Merten, visits Haiti. It was to assess progress made towards the completion of the electoral process, begun in 2015, and the installation of a democratically elected government in Haiti.

April 28, 2016: installation by President Jocelerme Privert of the members of the verification commission for the 2015 presidential and legislative elections. They were given 30 days to complete this mission.

April 28, 2018: individuals throw tear gas canisters at Café Trio in Cap-Haitien during a conference hosted by senators Youri Latortue and Jacques Sauveur Jean. The discussions focused on the case of squandering of the Petro Caribe Funds.

This incident caused the death of Tropicana orchestra spokesperson Jacques Dubois and several injuries were reported. At least three people, including the Departmental Delegate of the North, Antonio Jules, were arrested and imprisoned in connection with this affair.

April 28, 2022: signing of 4 memorandums of understanding between the Haitian state and the Canadian government. These memorandums of understanding relating to health, sexual and reproductive rights and the integration of women in the Haitian National Police (PNH) aim to strengthen cooperation between the two States with a view to long-term mutual support.
