During the general debate of the 219th session of the Executive Board of UNESCO yesterday Tuesday, Dominique Dupuy, Permanent Delegate of Haiti to UNESCO, delivered a poignant speech, denouncing the unspeakable situation of her country, refusing, said she, to remain silent in the face of the tragedy unfolding before her eyes.
