The United States government has ordered the disbursement of 60 million US dollars to support the Multinational Security Support Mission (MMSS) in Haiti which will be led by Kenya. This decision comes shortly after the publication of the decree creating the Presidential Transitional Council in Haiti.

The disbursement of this sum was ordered by American President Joe Biden who pledged to support the multinational security support mission as soon as the United Nations Security Council voted in favor of the deployment of the said mission.

Indeed, the Americans had promised financial support to the tune of 200 million dollars, before announcing an addition of 100 million more, bringing the promise of American aid for the fight against insecurity in the country to 300 millions of dollars.

In a press release published in October 2023, the head of American diplomacy and former deputy national security adviser from 2013 to 2015, declared, regarding the aid: “As previously indicated, we intend to work with Congress to provide $100 million in foreign aid, and the Department of Defense is prepared to provide up to $100 million in support. We continue to ensure that the international community also provides funding, equipment, training and personnel to support a truly multinational effort.”

Blocked at first by Republican congressmen, the Biden administration used what is called the “Presidential Withdrawal Authority” for international aid to order the disbursement of the US$60 million.

Recall that Kenya had suspended the deployment of the mission, saying it will do so once new authorities are installed in the country.

For now, the Haitian council of ministers has published in the official state newspaper, Le Moniteur, the decree establishing the Presidential Transitional Council in the country. However, in a setback, the stakeholders of the political agreement of April 3, 2024, say they reject the decree, which, according to them, has undergone “major modifications which distort the consensual project of a two-headed executive carried by the Presidential Council of Transition, consensus patiently and laboriously built between Stakeholders from March 11, 2024.”

Note that the United States, through the Office of the Spokesperson of the American Department of State, welcomes the establishment today of a Presidential Transitional Council (CPT) in Haiti. “The fruit of several months of discussions between the various Haitian stakeholders, this Council contributes to paving the way for free and fair elections as well as the accelerated deployment of a multinational security support mission,” we read in a statement from the State Department.

“We commend Haitians for their commitment to moving forward in a spirit of reconciliation and national dialogue. We remain committed to working with CARICOM and international partners to support the mission of the CPT, which is to work for all Haitians and improve their living conditions,” the statement continued.
