The Minister of Foreign Affairs, the Honorable Mélanie Joly, announced today that Canada is imposing additional sanctions under the Special Economic Measures for Haiti Regulations to counter the escalation of gang violence in Haiti, which continues to have devastating impacts on the Haitian population.

These latest sanctions target three Haitian gang leaders: Luckson Elan, Gabriel Jean-Pierre and Ferdens Tilus.

Canada has reason to believe that these individuals, as leaders of criminal gangs, engaged in activities that undermined the peace, security and stability of Haiti and that contributed to acts of flagrant violations and systematic human rights in the country.

Criminal gangs in Haiti operate with impunity, often with the protection of political and economic elites. They deliberately killed or injured people and committed acts of violence, including sexual violence, in order to expand their territorial control and terrorize the population.

Canada will continue to work with its international partners and Haitian authorities to find a solution to the crisis in the country, including through sanctions and other measures targeting those who support violence and insecurity in Haiti.

Since 2022, Canada has committed to providing more than $400 million in international aid to Haiti. This assistance includes the provision of emergency food and nutrition assistance, logistical support, drinking water, sanitation and hygiene services, as well as health and protection services, particularly in response to gender-based violence.

Canada’s $400 million in international assistance includes an investment of $80.5 million, announced by Minister Joly in February 2024, to support the multinational security support mission in Haiti, and an amount of $100 million dollars to support the Haitian National Police.
