Press release from the unions on the establishment of the Provisional Electoral Council and the conditions for holding credible elections
The Executive Board of the National Union of Normaliens of Haiti and the directorates of the Union of Staff of the Ministry of National Education and Vocational Training (SPEMENFP), the Union of Bailiffs of the Republic (SHJR), the Grouping of Committed CFEFiens (RCE), the Union for the Defense of Employees of the OAVCT (SDE OAVCT), Autonomous Central of Haitian Workers (CATH), the National Association of Collectives of Teachers for the Innovation of Education in Haiti (CENEH), National Association of Transporters of Haiti (ANTVH), Grouping of Primary School Teachers for an Education Renewed by New and Solidarity Actions, etc. denounce the unfair maneuvers of certain actors in the union world who are pacing various media outlets, making false statements, making the public believe that the problem of choosing a single union delegate has already been resolved, while we are currently looking with the actors for the best strategy to use to achieve this, taking into account that there are several union delegates designated by several union blocs who must be represented within the next Provisional Electoral Council.
With this in mind, meetings were organized and a large assembly was held on Sunday, August 25, 2024 with the participation of more than sixty union entities with a view to choosing a single union delegate to represent the unions at the CEP. Another union assembly will take place for this purpose this week while internal negotiation meetings are being held in order to find the best formula to adopt in order to quickly choose a single union delegate at the next CEP. In other words, the problem of choosing a single union delegate has not yet been resolved, but the union world’s stakeholders are currently on the path to finding a consensus that will lead to a solution to this problem. The name of the union delegate will be made public as soon as the necessary agreement has been reached.
Then, we invite the members of the Presidential Council to postpone the date scheduled for the establishment of the CEP by one to two weeks, a way of allowing all sectors that have not yet been able to agree on the choice of a single delegate to do so as quickly as possible.
We also want to draw the attention of the Presidential Transitional Council and the current government to the need to take concrete measures
able to help resolve the major problem of insecurity, which represents a real obstacle to the organization of credible elections at the national level. The same emphasis placed on the need to establish the CEP must also be placed on the urgency of combating armed gangs with the greatest rigor in order to reconquer all lost and occupied territories and thus establish the security climate necessary for holding the next electoral competitions at the national level and restarting activities at all levels.
We urge the members of the Transitional Presidential Council to encourage by all possible means the consensus process initiated at the level of several sectors with a view to arriving at the choice of a single delegate to the CEP to guarantee its credibility and avoid the emergence of a set of problems likely to weaken the CPT itself and the CEP.
