In a responsive correspondence addressed to the Minister of Foreign Affairs, Dominique Dupuy, the President of the Superior Court of Auditors and Administrative Disputes (CSCCA), Roguavil Boisguéné, informed her that for more than two years, the institution he heads, within the framework of the powers assigned to it by the Constitution and the laws of the Republic, has launched the audit of diplomatic missions and consular posts established in the United States of America and the Dominican Republic for the period from October 2015 to September 2022.
“Due to the lack of cooperation from the officials of the said ministry, despite the correspondence addressed to the MAEC, dated July 18, 2022 referenced: BP/CSCCA/EX.21-22 #168, and August 21, 2023 referenced: BP/CSCCA/EX:22-23 #203, the audit work is slow to progress. The MAEC remains reluctant to communicate the requested documents to the Court,” regrets Mr. Boisguéné.
Further, the number one of the CSCCA mentions that it took an intervention from the Institution with the Prime Minister of the time by correspondence of November 16, 2023 referenced: BPRB/CSCCA/23-24 # 108 for certain documents to be communicated to him.
In the meantime, the President of the CSCCA asks Ms Dupuy to pass on the necessary instructions to the relevant Directorates of her Ministry, to communicate to the Court all the documents relating thereto with a view to finalising the audit in progress while taking into account those relating to the additional period requested.
It should be recalled that Dominique Dupuy, Minister of Foreign Affairs and Worship (MAEC) and Minister of Haitians Living Abroad (MHAVE), has contacted the Superior Court of Auditors and Administrative Disputes (CSCCA) and the Anti-Corruption Unit (ULCC) to request audits and investigations at the level of these ministries. “Following my inauguration as Minister of Foreign Affairs on June 13, 2024, I would be grateful if you would ask your relevant departments to take the necessary steps to conduct a financial and administrative audit of the Ministry of Foreign Affairs and the Diplomatic and Consular Missions of Haiti for the period from October 1, 2021 to June 30, 2024. I would like to point out to you, Mr. President, that these audits are part of the new governance of the Ministry and our diplomacy,” read the letter sent by Ms. Dupuy to the President of the CSCCA, Rogavil Boiguéné, dated June 14, 2024.
