EU calls for rapid appointment of Council members

The spokesperson for the diplomatic service of the European Union, Peter Stano, spoke Monday on the publication of the decree establishing the Presidential Transitional Council in Haiti.

In an official statement, he stressed the importance for the outgoing government of Prime Minister Ariel Henry to formally appoint the CPT, in accordance with the official decree issued.

“Following the publication of the official decree establishing the procedure for establishing a Presidential Transitional Council (CPT) in Haiti, it is now crucial that the CPT be formally appointed by the outgoing government of Prime Minister Ariel Henry without further delay », We can read in his declaration published on the website of the European Union.

He highlighted the urgency of a Haitian solution to resolve the political, security and humanitarian crisis plaguing the country.

“The country urgently needs a Haitian solution to end the current political vacuum and address the long-standing political, security and humanitarian crisis. We call on all Haitian political forces to cooperate sincerely in achieving this objective,” he declared.

According to him, the appointment of the CPT is also a prerequisite for the deployment of the multinational security support mission, in accordance with Resolution 2699 of the United Nations Security Council. This mission aims to support the efforts of the Haitian National Police in its fight against gangs, to restore the rule of law and security, with a view to organizing democratic elections in good conditions.

However, the various parties involved in the formation of the Presidential Transitional Council express their opposition to the decree issued by the Council of Ministers and published in Le Moniteur on Friday April 12, 2024. Leaders of political organizations and civil society demand the withdrawal of this decree and the publication of their political agreement as well as the initial draft decree in Le Moniteur.

In a press release dated April 13, 2024, the nine political and civil society structures that have appointed representatives to the Presidential Transitional Council express their dismay at the face of major changes which distort the consensual project of a two-headed executive carried by the Presidential Transitional Council , consensus patiently and laboriously built between the Stakeholders from March 11, 2024. They emphasize that they are “deeply shocked upon learning of the decree published on April 12, 2024 by the government chaired by the impeached Prime Minister Dr. Ariel Henry. ”

Note that the United States government ordered, following the publication of the decree establishing the presidential council, the disbursement of 60 million US dollars to support the Multinational Security Support Mission (MMSS) in Haiti which will be led by the Kenya.

The disbursement of this sum was ordered by American President Joe Biden who pledged to support the multinational security support mission as soon as the United Nations Security Council voted in favor of the deployment of the said mission.
