P-au-P., March 13, 2024 [AlterPresse] — Various sectors responsible for designating representatives to a transitional presidential council, following the resignation of de facto Prime Minister Ariel Henry, were active at the end of the evening of March 13 to complete the composition of this entity, within the deadline allocated for the implementation of this stage, as agreed with the Caribbean Community (Caricom), which plays the role of mediator in the crisis, AlterPresse learns.

At least 6 of the 7 members of the structure, as well as one of the two observers would be known around 6:30 p.m. (local time) and discussions would continue around the 7th, according to a source close to the process, consulted by AlterPresse.

The same is true of observers. One of them would already be known. They should come from civil society and the religious sector.

Voting members should come from the following entities and sectors: Collective January 30, 2023, Agreement of December 21, 2022, Democratic Resistance/Engaged for Development (Red/Ede), Lavalas, Montana, Pitit Dessalines and private sector.

Jean-Charles Moïse, leader of the Pitit Desalin party, publicly declined the invitation to nominate a representative. At a press conference on March 13, he made it known that he was sticking to his own plan, a presidential council of three people, including Guy Philippe, a former police officer, who led the rebellion against the former president Jean-Bertrand Aristide in 2004.

Imprisoned in the United States after pleading guilty to drug trafficking charges, Philippe was deported to Haiti last November after spending six years in prison.

At the time of writing this dispatch, it was not possible to know whether the initial plan had been maintained.

De facto Prime Minister Ariel Henry, stranded in Puerto Rico since Tuesday March 5, 2024, has resigned, according to an announcement made on the evening of Monday March 11, 2024, in Kingston, Jamaica, by Mohamed Irfaan Ali, President of Guyana and the Caribbean Community (Caricom).

At the same time, the office of the de facto prime minister in Haiti published, on social networks, a pre-recorded resignation speech of the de facto prime minister, whose government will remain in place until the installation of a presidential council of transition and the appointment of a new prime minister, said Ariel Henry.

This council should not include indicted individuals, nor those under international sanctions, who are opposed to the United Nations (UN) resolution in favor of the deployment of the Multinational Security Support Mission (Mmas ) in Haiti or who are candidates in the next elections.
