This Friday, March 1, 2024, at 5:15 a.m. (Haiti time), James Cadet (Haiti) and Kithure Kindiki (Kenya) signed a memorandum of understanding on police and security matters before Prime Minister Ariel Henry and the President Wiliam Ruto.

This document had been awaited since January 26, the date on which the Constitutional Court of Kenya ruled on the legality of sending police officers to Haiti within the Multinational Security Support Mission (MMSS), demanding, to comply with Kenyan law, a bilateral agreement between the two countries.

This Memorandum of Understanding covers several areas of collaboration, including the fight against organized crime, general criminal investigations, the fight against terrorism and radical extremism, the management of border security, the protection of strategic infrastructure, disaster management, the fight against kidnapping.

Security assistance for Haiti was authorized by Resolution 2699, passed on October 2, 2023, by the United Nations Security Council.

It is Kenya which will take leadership of the Multinational Security Support Mission (MMAS).
