The assessment of the first 100 days of the exercise of power in Haiti by the Presidential Transitional Council (CPT) is fundamentally and essentially that of the “Indissoluble Majority Bloc” (BMI), created by four (4) members of the CPT last April.
Faced with this record marked by repeated scandals, in a letter addressed to the President of the CPT, Mr. Edgard Leblanc, bearer of the vision of the BMI, the representatives of the Montana Accord and the Collectif du 30 Janvier urged him to:
Take precautionary measures against the three “Presidential Advisors” implicated in the BNC corruption scandal. This measure will allow justice to serenely follow its course, to restore the confidence of the Haitian people in the Presidency symbolized today by the Presidential Transitional Council, and to guarantee the success of the Transition. Conduct an internal investigation to prevent further acts of corruption within the Transitional Presidential Council and the Government, and fight against impunity by cracking down on the perpetrators and co-perpetrators of acts of corruption in the Public Administration. Initiate a general audit of the Public Administration, including autonomous bodies and institutions, diplomatic representations, and all public institutions generating revenue; in accordance with Article 39 of the Agreement of April 3, 2024, set up the specialized National Financial Prosecutor’s Office, in charge of major economic and financial crime, dealing with attacks on public finances, probity, and the proper functioning of financial markets. Take measures at the level of the Presidential Transitional Council to resolutely implement the consensual project of peaceful transformation of our society, carried by the Agreement of April 3, 2024. This should be manifested in the establishment in an objective and participatory manner, in accordance with the implementation mechanisms agreed in the Agreement, of the major projects of the transition, such as: the establishment of a government of national unity; the transition control body; the national security council; the installation of a consensual steering committee of the National Conference and constitutional reform; the constitution of the Truth, Justice, Reparation Commission; transparent consultations for the establishment of a credible Provisional Electoral Council; and the organization of peaceful, inclusive and transparent elections by February 7, 2026. However, the “Indissoluble Majority Bloc” which is leading the dance within the CPT will not take any account of these recommendations, because they call into question the very functioning of the BMI and its avowed and unavowed objectives within the CPT.
The BMI and its allies will therefore continue to implement their agenda, aiming at organizing general elections in the manner of the masquerade they organized to place the former senator Edgard Leblanc as President of the CPT.

Constitution of an Indissoluble Majority Bloc (IMB) within the Presidential Council
Having regard to the Political Agreement for a Peaceful and Orderly Transition of April 3, 2024, Having regard to the Draft Decree on the Organization and Operation of the Presidential Council,
Considering the multidimensional crisis that has worsened in Haiti since the assassination of the President of the Republic, on the night of July 6 to 7, 2021;
Considering the inter-Haitian dialogue conducted under the mediation of the Group of Eminent Persons (GPE) and the Conference of Heads of State and Government of CARICOM;
Considering the consensus reached between the main political and civil society sectors to provide Haiti with a nine-member Presidential Council (PC), with the aim of pacifying the country and leading it to constitutional and democratic normality;
Considering the resignation of the Prime Minister, Mr. Ariel Henry, and the appointment of an interim Prime Minister;
Considering the Swearing-in and the installation of the Presidential Council;
Considering the depth of the security, institutional, economic and political crisis that the country is going through;
Considering that, following the principles of representative government, the Presidential Council will function as an assembly and will obey the majority logic, qualified or simple;
Considering the risk that the absence of a clearly constituted and stable majority within the Presidential Council poses to the Transition and the success of its mission;
Desiring to do everything possible to get the country out of this difficult and unacceptable impasse;
We, the undersigned Members of the Presidential Council and Stakeholder Sectors of the Agreement of April 3, 2024, constitute an Indissoluble Majority Bloc (IMB). All decisions within the IMB are taken by consensus, or failing that by a majority of 3 out of 4, in particular those concerning:
The election of the President of the Presidential Council. The appointment of the Prime Minister of the Transition. The formation of a government of national unity. The establishment of the Provisional Electoral Council. Ensuring the success of the Transition mission. The decisions taken at the BMI are defended by all members of the bloc at the Presidential Council to be adopted.
The signatories hereto agree on a political vision based on inclusive, participatory governance, and structured around the five major projects included in the Political Agreement of April 3, 2024. To this end, they designate citizen Edgard Leblanc Fils as the bearer of this political vision and as their sole candidate for the position of President of the Presidential Transitional Council. They propose citizen Fritz Belizaire as the sole candidate for the position of Prime Minister of the Transition.
A charter stipulating the operating mode of the BMI will be drawn up and adopted.
