Expected to once again become Director General of the Haitian National Police, the name of Rameau Normil is already causing great concern among certain citizens who have very bad memories of his previous stint at the head of the institution. Me Maurice Pierressaint, lawyer at Bar of Port-au-Prince, remembers the agitations and the chaos created by Fantôme 509, during an interview with our editorial staff.
THE HAITI FACTOR, June 16, 2024 – “First, it must be said that Rameau Rameau is nothing at the moment. He does not have a decree in hand. I have a hard time seeing a Haitian institution welcoming his arrival. It’s stupidity,” analyzed the lawyer, who said he did not understand this behavior, ignoring the most basic rules of administrative law.
Further, Me Pierressaint says he has very bad memories of the Normil era at the head of the National Police.
“During his time at the head of the National Police, it was a real mess. Clashes between police officers, hooded police officers called Fantôme 509, it was a period of great unrest where Normil was useless. He was even dismissed for incompetence,” recalls the lawyer.
No one can forget the assassination of police officer Mistal Pierre Richard, killed due to the lack of leadership of Rameau who could not even control the police officers under his direction, added Me Pierresaint.
It should be remembered that Rameau Normil headed the National Police between 2019 and 2020. He was replaced by Léon Charles.
