Despite the uneven sound in the body of music, here and there, the clear impression is that an important operation is being prepared.
The speech held in Washington makes people ask the question to know if only Haiti is concerned or the Caribbean region as a whole where a series of networks have developed while Haiti has become a tangled knot.
