Law must triumph against the arrogance of all criminal gangs, says Normil appointed again as head of the Pnh, replacing Frantz Elbé, by presidential decree dated Wednesday June 19, 2024..
“History brought me another time to the head of the police, where I devoted my whole life. I learned from the past and I am aware of what is happening today,” underlines Normil, who served as interim director general of the Pnh, from August 2019 to November 2020.
Coming from the 4th promotion of the Pnh, the new police chief swears to do everything in his power to neutralize and dismantle armed gangs and deliver results in his mission.
The new interim director general takes the reins of the police in a context of unprecedented crime and violence, particularly in the metropolitan area of the capital, Port-au-Prince, under the almost total control of armed gangs who terrorize population.
“We know the suffering of the population handed over to criminals. Many women and girls are victims of rape. Thousands of people have fled their homes to seek refuge elsewhere,” explains Normil.
In addition, the Haitian economy is ruined, schools, hospitals and universities cannot function.
“The police have the power of legitimate violence. Today, we are taking back this power,” insists Normil.
“As responsible people, we must act as responsible people to allow the country to breathe new life,” declares the coordinator of the actions of the Presidential Transitional Council (Cpt), Edgard Leblanc Fils, calling on the new ad interim director of the police institution to allow the population to catch their breath.
“We will not put any form of pressure on you in your work. But, you have to listen when you have to listen and act when you have to act,” he continues, hoping that the police will do their job in the service of the entire population.
Speaking at this installation ceremony, the Prime Minister, also president of the Superior Council of the National Police (Cspn), Garry Conille, says he is counting on Rameau Normil to help the population regain the taste for living, enable investments and the free movement, without worry, of citizens throughout the national territory.
“Many people talk about the work you did at the head of the Central Directorate of the Judicial Police (Dcpj)”, recalls Conille, indicating how Normil was chosen on the basis of dialogue and consultation to lead the Pnh .
The transitional government will provide all the necessary means to help the new head of the Pnh to carry out his work, assures Conille.
“We will not waste a minute or a second. We will get to work now to give the police everything they need, to regain full control of the Port-au-Prince metropolitan area. Everyone must come together. It’s not just the work of the police,” he considers.
Garry Conille considers it important to analyze the ills that are ravaging Haiti, to identify them and to take measures to remedy them, because “the population expects us to take measures that could improve their lives.”
“For more than five years, the climate of terror of armed gangs has brought Haiti to its knees> They commit all kinds of criminal acts. This must stop.
