Haiti – Diplomacy: Towards a new era in Haitian diplomacy

The former permanent delegate ambassador of Haiti to the United Nations Educational, Scientific and Cultural Organization (UNESCO) since 2021 and vice-president of the Executive Board of UNESCO since November 24, 2023, Dominique Dupuy (34 ans) originally from Cap-Haïtien, was installed as the new chancellor of Haiti by Prime Minister Garry Conille in the presence of the outgoing minister, Jean Victor Généus and the new Minister of Justice, Me Carlos Hercule.

Today, Dominique Dupuy is at the head of the Ministry of Foreign Affairs, in a context where Haiti is relegated to second place on the international scene and projects the image of an ungovernable country. She will have the delicate task of questions of relations between Haiti and the Dominican Republic.

Dominique Dupuy assured Prime Minister Conille of his commitment to working with Haitian diplomats accredited abroad in order to harmonize Haiti’s voice abroad, emphasizing “There are at times cacophonies in the speech that Haiti carries . […] Diplomacy is there to serve not only as protection but also as defense for the Haitian state,” she added. announcing “the inauguration of a new era in diplomacy” a “diplomacy which is committed to the restoration of a climate of security in the country”.

From 2009 to 2012, she obtained a bachelor’s degree in international development at McGill University Montreal in Canada. In 2011, she conducted in-depth studies on the trauma of forced migration at Lancaster University, UK. From 2006 to 2008, she obtained her college diploma in social sciences at Vanier College, Montreal, Canada.

She speaks French, Creole, English and Spanish fluently.
