P-au-P, July 12, 2024 [AlterPresse] — The Transitional Presidential Council (CPT) has launched the process leading to the designation of members of the Provisional Electoral Council (CEP), the online agency AlterPresse has learned.
Correspondence was sent by the Cpt to various structures to invite them to choose people to represent their sectors, in accordance with the decree of May 27, 2024.
“Each sector must, within a period not exceeding eight (8) days from receipt of this, submit its representative to the Presidential Transitional Council for legal action,” specifies the Cpt, in a correspondence to one of the structures, a copy of which was obtained by AlterPresse.
The Cpt encourages some of the structures to prioritize the choice of a woman, with a view to respecting the 30% quota required by the Constitution.
“Integrity, independence, academic and professional competence” are among the criteria to be met to be an electoral advisor, according to the terms of reference of the Cpt.
The person must not be under international sanctions.
In addition, she must demonstrate experience and knowledge of the context as well as a commitment to democracy and the rule of law, over the past years, in promoting and respecting the values of democracy and the rule of law in Haiti.
In order to “establish a Cep above all suspicion, the choice of personalities to constitute it must be made in a transparent and equitable manner”, wishes the Cpt.
In accordance with the political agreement for a peaceful and orderly transition, signed on April 3, 2024, by political protagonists with a view to resolving the political impasse, the Presidential Transitional Council has given itself the mandate to set up the Cep, in order to organize general elections to provide the country with legitimate elected officials to take office on February 7, 2026.
Elections, which were to be held to renew the political personnel, have not taken place for several years in Haiti, which is still in the grip of a serious security crisis, which worsened after the assassination, on Wednesday July 7, 2021, of President Jovenel Moïse.
Armed gangs, which occupy more than 80% of the metropolitan area of the capital, Port-au-Prince, have already forced more than 600 thousand people to move, since 2023, within Haiti.
The Cpt would work actively to set up the CEP and start thinking about the elections, Prime Minister Garry Conille tried to reassure, during a visit made on Tuesday, July 9, 2024, in Port-au-Prince, to the National Identification Office (Oni) to inquire about the state of the existing structures.
