Friday June 21, 2024, Mélanie Joly, the Minister of Foreign Affairs announced that Canada was imposing sanctions on three Haitian gang leaders: Luckson Elan alias “jeneral Luckson” Leader of the “Gran Grif” gang; Gabriel Jean-Pierre alias “Ti Gabriel”, Leader of the “Nan Brooklyn” gang and the “Gpèp” coalition and Ferdens Tilus alias “Jeneral Meyer”, Leader of the “Kokorat San Ras” gang.

Canada has reason to believe that these individuals, as leaders of criminal gangs, engaged in activities that undermined the peace, security and stability of Haiti and that contributed to acts of flagrant violations and systematic human rights in the country.

The Special Economic Measures for Haiti Regulations impose a ban on transactions related to individuals on the list, which has the effect of freezing any assets they may hold in Canada. These sanctions also render registrants inadmissible to Canada under the Immigration and Refugee Protection Act.
