P-to-P., Jan 30, 2024 [AlterPresse] — There is no real will among state authorities to combat chronic corruption in Haiti, notes economist Enomy Germain, during an intervention on the program If the seat broadcast on AlterRadio 106.1.fm and on several other Internet platforms, followed by AlterPresse.

It is a generally corrupt country, where institutions do not do their job, criticizes Enomy Germain, emphasizing how the absence of institutions, such as parliament and the presidency, further complicates the situation.

“All institutions are not playing their vigilant role. Furthermore, our justice system is extremely corrupt.”

It becomes difficult to fight corruption in a country like Haiti, where it intervenes in elections, regrets Enomy Germain, who deplores a lack of sanctions and barriers to prevent corruption.

“Corruption is becoming a source of easy wealth in Haiti,” where purchasing power does not exist, he criticizes.

Timid efforts have recently been made to investigate certain corruption cases, among the many others forgotten in drawers.

The former president of the Chamber of Deputies in Haiti, Cholzer Chancy, was arrested on Monday January 22, 2024, in Port-au-Princefollowing his hearing by judge Al Duniel Dimanche, who is investigating a corruption case.

The former deputy for Ennery (Artibonite, North) had just answered the judge’s questions, as part of an investigation, following a report from the Anti-Corruption Unit (Ulcc) regarding the misappropriation of equipment from the National Equipment Center (Cne).

Cholzer Chancy is one of around thirty personalities, including former prime ministers and ministers, who were summoned by the judge, after an order issued on Thursday January 4, 2024.

An arrest warrant was issued by Al Duniel Dimanche against the former director general of the National Equipment Center (Cne), Jude Célestin, former candidate in the presidential elections of 2010 and 2016 under the banner of the Alternative League for Progress and Haitian Emancipation (Lapeh), for complicity in embezzlement of public property.

The Ulcc indexes, among others, former senator Nènel Cassy, notably in acts of misappropriation of public property, illicit enrichment and illegal taking of interests.

Former senators Joseph Lambert, Wanique Pierre, Richard Lénine Hervé Fourcand and Garcia Delva are suspected of misappropriation of public property by the Ulcc.

In November 2023, the group of human rights organizations Together Against Corruption (Ecc) asked the prosecutors concerned to bring to justice, as quickly as possible, the personalities identified in the investigation reports of the Anti-Corruption Unit. corruption (Ulcc), in an interview given to the AlterPresse/AlterRadio platform.

The four public prosecutor’s offices at the civil courts concerned, according to the geographical domiciles of the persons pointed out, are those of Port-au-Prince (West department), Hinche (Central Plateau), Fort-Liberté (North-East) and of Saint-Marc (Artibonite), specified the Ecc group.

The National Old Age Insurance Office (Ona) and the National Port Authority (Apn) are also linked to serious acts of corruption, noted the group of human rights organizations. [mff emb rc apr 30/01/2024 15:20]
