The Minister of Foreign Affairs, Dominique Dupuy, requests the intervention of the Superior Court of Accounts and Administrative Litigation to evaluate the financial and administrative management of the Ministry as well as the diplomatic and consular missions of Haiti.

As part of the new governance that she wants to instill in Haitian diplomacy, the Chancellor took a major initiative by requesting a financial and administrative audit of the Ministry of Foreign Affairs as well as the diplomatic and consular missions of Haiti. This approach aims to strengthen transparency, accountability and good governance within the Haitian public administration.

The entry into office of Ms. Dupuy on June 13 should mark the beginning of a new era for the Ministry. In order to guarantee effective management of public resources and meet the expectations of citizens and international partners, it decided to seek the expertise of the Superior Court of Auditors and Administrative Litigation to conduct an in-depth audit.

This audit, which will cover the period from October 1, 2021 to June 30, 2024, will make it possible to evaluate the financial and administrative management of the Ministry of Foreign Affairs and the diplomatic and consular missions of Haiti. It aims to verify the conformity of expenditure, identify possible irregularities and strengthen internal control mechanisms. This is another step towards strengthening the process of transparency and accountability of public administration.

This request will certainly be welcomed by the President of the Superior Court of Auditors and Administrative Disputes, Mr. Rogavil Boisguéné, who had already initiated similar steps in the past with former Minister Jean Victor Généus and Prime Minister Ariel Henry to inform him of “the failures to comply with the conservation and communication requirements” of the MAEC and to ask him “to take all measures to allow the routing by the MAEC to the Court of these documents and accounting records”.

Now, the Minister of Foreign Affairs has given full access to the Superior Court of Accounts and Administrative Litigation (CSCCA) to audit not only diplomatic missions and consular posts established in America, Europe and the Caribbean, as was initially planned, but to fulfill the attributions devolved to it by the Constitution and the laws of the Republic on all Haitian missions.
