For some time, the Presidential Transitional Council and Prime Minister Garry Conille have been engaged in a standoff. Which is no secret. This Monday, November 4, 2024, the Head of Government is invited to answer questions from the presidential advisors on the presence, in Haiti, of possible mercenaries. But the ministerial reshuffle that the CPT is calling for is, unmistakably, the focal point of this meeting. A pretext to continue their quarrel.
On reflection, the open conflict between the two branches of the Executive makes it clear that they do not have a common plan to combat armed gangs. If such a plan existed, a synergy would have been noticed between the Presidential Transitional Council and the Government.
Due to lack of this symbiosis at the highest level of the State, armed gangs strengthen themselves and become the real “decision makers”. They are the ones who decide to sow terror in one area or bring apparent calm to another. Suffice it to say that they have a monopoly on violence.
What’s worse, the absence of an action plan aimed at restoring security in the country is a serious deficit for this transition, the main mission of which is to transfer power to elected officials by February 2026. Already, the The Executive led by Leslie Voltaire, CPT, and Garry Conille, Government, has failed or is on the verge of experiencing a significant failure.
