PRESENTATION OF THE REVIEW OF THE GENERAL DIRECTOR OF CONATEL FROM HIS TAKING OF FUNCTION FROM FEBRUARY 13, 2023 TO FEBRUARY 13, 2024

February 13, 2023 – February 13, 2024, one year since Eng. took office. Joses JEAN BAPTISTE as Director General of the Executive Body of the National Telecommunications Council (CONATEL). An opportunity to renew our thanks to the Prime Minister as well as to the Minister of TPTC, Minister responsible for CONTEL. This Directorate also takes the opportunity to greet all stakeholders in the telecommunications sector in Haiti and takes the opportunity to present an assessment of its achievements during this period.

2023 has been a very difficult year, particularly for the telecommunications sector.

Taking office on February 13, 2023 coincides with the celebration of World Radio Day. This year the date is celebrated under the theme “Radio: A century of information, entertainment and education”. CONATEL takes this opportunity to send its best wishes to all broadcasters on this occasion.

In his installation speech in February 2023, the Director General promised to strengthen CONATEL on a technical level, by improving the institution’s capacities to manage more efficiently the rare resources essential to the development of telecommunications services.

This document presents the progress of the various Administration projects.

AREA 1.- INSTITUTIONAL REINFORCEMENT

1.- Automated management of the radio spectrum

Today, thanks to the efforts made, the Technical Department has automated radio spectrum management software. Cooperation with the ITU, International Telecommunications Union, also allowed CONATEL to benefit from a study on the economic revaluation of the radio spectrum.

2.- Training of provincial office inspectors

Inspectors from decentralized offices in the Far North received technical-administrative training for two days, July 19 and 20, 2023, to improve their efficiency in the exercise of their duties.

3.- Fight against aeronautical interference

CONATEL seized broadcasting stations causing interference to aeronautical communications. Cooperation with OFNAC on this subject has been relaunched.

4.- SIM card buyer identification platform

CONATEL has found a solution to the call launched by the Prime Minister during the celebration of the 54 years of the Institution, on September 27, 2023: identify SIM card users. A platform allowing the registration, identification and authentication of SIM card users using their identification card will be set up. The specifications for this platform as well as the tender document to recruit this firm are in the finalization phase.

5.- Regulation of Social Networks.

A Commission made up of lawyers and technicians from the field of ICT and Broadcasting is working on a proposal for regulation of Social Networks.

6.- Traffic control

The volume of data traffic on telecommunications networks continues to grow to the detriment of voice traffic. Consequently, income taxation models based on the declaration of voice traffic pose a double question. Traffic control and the opportunity to find another data taxation model constitute a new project. A unit has been set up at CONATEL to work on this problem.

7.- Training of Radio Amateurs

CONATEL and the Radio Club Amateur (RCH) have signed a memorandum of understanding to train new radio amateurs for the country. This training resulted in the certification of around ten CONATEL engineers and executives on September 27, 2023. The process of reciprocity of Amateur Radio licenses with European Regulators is underway.

AREA 2.- DIGITAL ECONOMY

1.- Migration to digital television

One of the priority projects is the transition from analogue terrestrial television to digital terrestrial television. Today, CONATEL is making progress in achieving these objectives.

The agreement for the establishment of 2 digital television platforms is about to be finalized. Mobile telephone operators and media associations are participating in this work.

2- Phase 2 of the Migration of TNH to Digital

Public Television is already working on the launch of phase 2 of the digital transition project of the National Television of Haiti (TNH Ch 10). More services will be offered from this digital platform. The collaboration between CONATEL and TNH is excellent on this project.

3.- Digital transformation

CONATEL and UNDP organized, in Port-au-Prince, on September 22, 2023, a reflection workshop on the theme “Digital Transformation as a catalyst for development”. The goal of this project is to prepare with the white paper of the Digital Economy of Haiti a strategy document in which the State Vision in terms of ICT is set.

4.- Electronic signature

This project has also been relaunched. The process of implementing the electronic signature provided for in the Decree of January 29, 2016 has just reached an important milestone. Haiti has formally requested from the International Telecommunications Union (ITU) the registration of the Object Identifiers Registration Authority (OID ) in order to make electronic signature operational in Haiti. At the same time, CONATEL is working on a text implementing electronic signature for submission to the Government. After its adoption, calls for tenders will be launched to recruit firms capable of providing this service.

5.- Cybersecurity

A CONATEL IHSI working group has been created since July 2023 to work on Electronic Signature, Cybersecurity and Electronic Commerce files.

AXIS III.- INTERNATIONAL COOPERATION

1.-HDAP PROJECT

CONATEL received two batches of radio spectrum and quality of service monitoring equipment on December 22, 2023 from the World Bank as part of the HDAP project. This equipment is valued at 2.8 million US dollars.

2.- Assessment of the Resilience of Telecommunications Networks and Infrastructures

On August 10, 2023, together with the International Telecommunications Union (ITU), CONATEL organized a restitution workshop on the assessment of the resilience of telecommunications networks and infrastructures in Haiti. This study was commissioned by the ITU.
