Starlink | Haiti: The de facto government would have demanded between $20,000 and $35,000 US per year for the license, according to the company RESSCOP & DeLaPorte

On March 22, 2023, Elon Musk, the head of SpaceX/Starlink, announced that the satellite broadband Internet provider’s services are available in Haiti.

The Prime Minister’s Office, the Ministry of Culture and Communication and the National Telecommunications Council (Conatel) have not made any public reaction until now following this announcement. The local representation of the American billionaire’s company (Starlink Haiti SA) did not react either.

However, stakeholders continue to complain that Starlink kits ordered directly from the company’s website are still blocked at Port-au-Prince Customs. The reason given would be that Starlink does not have a permit.

At the same time, Starlink, according to the same parties, began to bill monthly for services not provided and despite the fact that the delivery of the equipment was not effective.

June 5, 2022; SpaceX Management has sent an official letter to the Prime Minister’s Office in Haiti through our office. Afterwards, July 6, 2022, an official request was made to the country’s regulator, CONATEL, addressed to the Director General, for a commercial frequency as provided and required by Haitian law, which should be issued quickly. SpaceX is creating a subsidiary that will serve as a locally registered company in Haiti. Starlink needs such a permit immediately, the cost of the permit is in the order of $20,000 and up to US$35,000 per year. Meanwhile, the Dominican Republic acted immediately and provided SpaceX with all the necessary permits and became the first Caribbean member to gain access to the Starlink and SWARM program.
