In a context where armed gangs control most of the Haitian capital, the UN Security Council is preparing to extend the mandate of the United Nations Integrated Office in Haiti (BINUH) until July 15, 2025. Created to strengthen the economic stability and good governance of the country, BINUH also aims to preserve a peaceful and stable environment by supporting an inclusive national dialogue.
However, human rights remain increasingly compromised despite these efforts, raising questions about the effectiveness of this UN mission. BINUH, led by María Isabel Salvador, the UN Secretary-General’s Special Representative for Haiti, coordinates the efforts of 19 UN agencies providing humanitarian aid and development programs.
Established by Security Council Resolution 2476 in 2019, the office strives to create conditions conducive to sustainable development, despite ongoing challenges. UN officials acknowledge the need for continued support, although statistics suggest that initial goals are struggling to be met.
