This is the first time since the demobilization of the Haitian Armed Forces (FAD’H) in 1994 that the United States has considered military cooperation with Haiti. During a meeting on July 3, 2024, U.S. Ambassador to Port-au-Prince Dennis B. Hankins discussed with Haitian Defense Minister Jean Marc Berthier Antoine the crucial role of the FAD’H in restoring national security.
On the same day, the minister also met with Taiwanese Ambassador Wen-Jiann Ku to discuss training for Haitian military personnel and strengthening bilateral defense cooperation.
These exchanges mark a turning point in Haiti’s defense relations. Discussions with Ambassador Hankins highlighted the need for increased collaboration, including through the Multinational Security Support Mission (MMAS).
At the same time, Taiwan’s commitment to providing personal protective equipment and strengthening the capacities of the FAD’H demonstrates the strategic importance of these alliances for a more secure Haiti.
Prime Minister Garry Conille, supported by the FAD’H high command, also promised to strengthen the operational capacity of the army, thus confirming a collective desire to restore order and security in the country.
