CARICOM, behind the Presidential Council, welcomes the publication of the decree as a major advancement

Heads of Government of the Caribbean Community (CARICOM) in a press release published this Friday, April 12, welcomed the news of the publication of the decree establishing the Presidential Transitional Council in Haiti. The establishment of this nine-member council, broadly representative and politically inclusive, suggests the possibility of a new beginning for Haiti, specifies the regional organization.

“CARICOM has supported Haiti, its sister nation, through the difficult process of achieving a Haiti-specific governance formula that will move this struggling country from elections to the restoration of defunct state institutions and a constitutional government »we can read in this press release.

The heads of government of CARICOM have indicated that they fully subscribe to the principles of the political agreement, and take particular note of Article 16, which states that “the Presidential Council has the mission of putting Haiti back on the path dignity, democratic legitimacy, stability and sovereignty and to ensure the proper functioning of state institutions”.

CARICOM wants to take the actors at their word by reminding them that, according to the agreement, one of the first priorities of the newly installed Presidential Council will be to urgently remedy the security situation so that Haitians can lead a normal daily life, safely access food, water and medical services, that children can return to school, that women can move around without fear of horrific abuses, and that businesses can reopen their doors.

According to the decree, the mandate of the Transitional Presidential Council ends, at the latest, on February 7, 2026. The Transitional Presidential Council cannot benefit from an extension of mandate. Members of the Presidential Transitional Council as well as those of the government will not be able to run in the next elections. The Transitional Presidential Council has its headquarters at the National Palace.
