The designation of the coordinator of the Presidential Council of the Transition of Haiti, not to be confused with the President of the Republic of Haiti, has been postponed sine die. The election scheduled for this Tuesday afternoon at the Villa d’Accueil was compromised by the absence of representatives from Montana and the private sector, as well as by the withdrawal of one of the two observers, Rezo Nòdwès learned.
The Montana Accord explains the reasons for this postponement. The Montana Agreement Monitoring Office (BSA), in a letter addressed to the representatives of the nine political sectors of an unprecedented “Executive of 7”, including the SDP of Me André Michel and the Fusion of Senator Edmonde Beauzile, having contributed to the total collapse of the country, clearly explains the reasons for this postponement.
Ladies and gentlemen,
Following several meetings between the main sectors, we jointly decided to request a meeting between the Sector Assembly and the Presidential Council. During our last meeting on Monday, April 22, we planned said meeting which, unfortunately, could not come to fruition. We discussed the following points that should guide our discussions with the Council:
Formalization of relations between the Council and the Sector Assembly Date of installation of the KP (Presidential Council) Principles of concerted public communication between the two entities Content of the “Message to the Country” during installation Question of the election of the KP coordinator Methods of selection of the Prime Minister Modalities for forming a “Government of Rescue and National Union” Action plan for the first 100 days of the Presidential Council We received an invitation for a meeting at the Welcome Villa today at 3 p.m. As Montana’s representatives at the Sector Assembly, we have several reservations regarding this invitation:
We do not understand why this meeting would be held at the Villa d’Accueil without any information confirming that the transitional government has formally handed over this location to the Presidential Council. This invitation came without reaction from the Presidential Council regarding our own agenda proposed to the Sector Assembly. It is mentioned at the same meeting that there will be the election of the Council coordinator. On this last point, article 4.1 of the agreement that we all signed refers to the draft decree on the organization and functioning of the Presidential Council, which stipulates in article 7 that the election of the coordinator must have place after the installation of the Council, and in article 8 and 8.1, how this election must be organized according to a transparent mechanism that we all approve. For all these reasons, in accordance with our commitments made in the agreement that we signed and in the draft decree developed by consensus between us, it is clear that the installation must take place before the transparent mechanisms for the elections are prepared and adopted. It is important that the agreement and the decree on the functioning of the Council are published in Le Moniteur as the first act of the Council so that they can serve as a legal reference for all future actions.
Therefore, as representatives of the Montana Agreement at the Sector Assembly, we have decided not to participate in the meeting scheduled for Tuesday, April 23 at 3 p.m., in order to preserve the integrity of the commitments (agreement and project decree) that we have already taken between us. We remain available to continue working with the Sector Assembly and the Presidential Council in order to strengthen this commitment and get the country out of the serious crisis in which it currently finds itself.
