Lyonel Trouillot | Council, Coalition (not) Trust

It’s a bad start which leaves one suspecting fraud and above all a lack of scope.

The only chance of this shaky solution that constitutes the Presidential Council will lie in the little confidence it will manage to inspire. Which confidence can only come from two things: transparency and the democratic nature of its actions and decisions; the action that will be carried out under his leadership by a Prime Minister and a government striving to improve a little the economic and social conditions of the majority, bring order to the public administration, re-establish the institutions of the State in their rights and functions, fight crime, and create the conditions for credible elections.

The only chance of this shaky solution that constitutes the Presidential Council will lie in the little confidence it will manage to inspire.

The summons of the press to the session to choose a President of the Council seemed to go in this direction. The promise quickly turned into a farce. The procedure for choosing a particular Prime Minister does not obey the rules set by the institutions represented in the Council. It took on the appearance of a coalition. Which this Council absolutely must not be, because a coalition becomes a political group with an objective and a course of action, and above all its own interests. The only function of the minority would be to endorse through its presence the decisions taken behind the scenes by the ruling coalition.

All important decisions of the Council must be discussed, and this in front of the nation whenever possible. The leadership of the transition is not a gift to some gang of four with a secret agenda. It is a daily democratic exercise which must be the life of this Council. Otherwise it will end up jumping. So at the very moment he took office, there was a lack of transparency and, among citizens, the feeling that there was continuity in the management of the country according to the interests of the leaders.

It’s a bad start which leaves one suspecting scheming and, above all, a lack of scope. The choice, as if on the sly, of a Prime Minister not known himself as a major figure (without any offense to his personality or his possible competence, no intention of speaking ill of people on principle) inspires neither greatness nor trust. This also plunges us back into this logic of continuity which has made the exercise of power a game between friends at the expense of our dignity and our interests as a people.

It is part of the responsibilities of this Council to get us out of this atmosphere of “ti koulout”, “menm nou menm nan”, “jan l pase l pase”, “depi l bon pou mwen m ap fè l” which has characterized all the presidencies and all the governments of the last decade.

Things should have been done differently. For the sake of transparency and to propose new symbols.
