Haiti: The imperative of a two-thirds majority within the Presidential Transitional Council

The adoption of the two-thirds majority within the Presidential Transitional Council in Haiti represents an important step towards democratic and inclusive governance. This measure strengthens the legitimacy and transparency of the transition process, while ensuring that the decisions taken truly reflect the will of the Haitian people.

The political transition in Haiti, already strewn with obstacles, is facing new challenges with the recent scandal surrounding the formation of a four-member bloc within the Presidential Transitional Council (CPT). This controversial bloc, declaring itself indissoluble, has raised concerns about the possibility of unilateral decisions that could go against the democratic principles set out in the April 3 Agreement.

Faced with this worrying situation, some advisors have put forward the idea of ​​reforming the CPT’s decision-making process by adopting the rule of a two-thirds majority (5 out of 7) rather than a simple majority (4 out of 7). This proposal, put forward in particular by Professor Jean Poincy on March 30, aims to strengthen cohesion within the Council.

The decision to opt for a two-thirds majority is of capital importance in the current Haitian context. Indeed, it guarantees that no small group can impose its wishes arbitrarily, and that on the contrary, any important decision emerges from a more inclusive and consensual process.

The April 3 Agreement, which established the guiding principles of Haiti’s political transition, is based on fundamental values ​​such as transparency and democratic participation. Any change within the Transitional Presidential Council must therefore be consistent with these principles and aim to strengthen democracy and political stability in the country.

By adopting the two-thirds majority, the CPT will be able to send a strong signal that it is committed to respecting the highest democratic standards and working for the general interest. This rule also helps restore public confidence in the ongoing transition process, ensuring that all voices are heard and decisions are made in a fair and transparent manner.

The political transition in Haiti is a critical period that requires stable and inclusive governance to overcome the challenges facing the country.

By adopting the two-thirds majority, the Transitional Presidential Council will strengthen its legitimacy and its ability to guide the country towards free and fair elections, and towards a democratic and prosperous future for all Haitians.
