Corruption at BMPAD: Director General Fils-Aim Ignace Saint-Fleur is at great risk

Investigators from the Anti-Corruption Unit (ULCC) carried out a raid on the premises of the Development Aid Program Monetization Office (BMPAD) on Saturday, July 27, 2024. Their search follows possible cases of corruption that are plaguing the state institution headed by Fils-Aimé Ignace Saint-Fleur.

THE HAITI FACTOR, July 28, 2024._Prime Minister Garry Conille met on Thursday, July 25, with the heads of the Anti-Corruption Unit (ULCC), the Superior Court of Auditors and Administrative Disputes (CSC/CA) and those of the General Inspectorate of Finance (IGF).

Possible cases of corruption at the Development Aid Program Monetization Office (BMPAD) were at the center of the debates.

Prime Minister Garry Conille, who has made the fight against corruption one of his government’s priorities, took advantage of his meeting with the leaders of the aforementioned state institutions to give them formal instructions to investigate several million dollars of state funds spent in unclear circumstances.

As a reaction, two days after the instructions of the tenant of the Prime Minister’s office, agents of the Anti-Corruption Unit (ULCC) searched the premises of the Office for the Monetization of Development Aid Programs (BMPAD) on Saturday, July 27, 2024.

During their intervention at the BMPAD, they seized several documents deemed necessary and important to carry out the investigation demanded by the head of the Haitian Government.

In addition to seizing documents, agents of the Anti-Corruption Unit (ULCC) also sealed several BMPAD offices, including those of the institution’s accounting and IT departments.

Even before the search, the Director General of the Anti-Corruption Unit, Mr. Hans Jacques Ludridge Joseph, had sent a letter on Thursday, July 25, 2024, to the Director General of BMPAD, Fils-Aimé Ignace Saint-Fleur, through which the leader of the ULCC asked him to kindly provide him, within a period not exceeding forty-eight (48) hours, with the following documents:

– The complete file of the call for tender (DAO) concluded between BMPAD and PREBLE-RISH for the acquisition of petroleum products on behalf of the Haitian State;

– Supporting documents for all payments made to this company under this contract.

– Receipt and delivery notes for petroleum products ordered

– The documents and all acts constituting the legal file, both in Haiti and abroad, opposing the Haitian State and the PREBLE-RISH company;

– The memorandum of understanding signed between the Haitian State and the company in question in order to resolve the conflict between them

Supporting documents for the amount paid to this company in the execution of the Memorandum of Understanding by the Haitian State;

– An explanatory note on the progress of the file and the situation of the institutions or any other informative documents which may provide information on the progress of the file.

Through the said correspondence, Me Hans Jacques Ludridge Joseph had clarified for Ignace Saint-Fleur that the ULCC’s request is part of an ongoing investigation at the Anti-Corruption Unit.

According to information available to the editorial staff of the online newspaper LE FACTEUR HAÏTI, the Haitian state has lost a lawsuit against the oil company ” PREBLE-RISH ».
She had sued the Haitian state for late payment and demanded that it pay her a large sum of money.
