Notes of the Haitian Peasant Head Organization

AlterPresse received the document

July 1987 – July 2024, the 37th anniversary of the massacre of small peasants Janrabèl, Marotyère and Bochan

From yesterday’s voluntarism and lack of political preparation to today in the affirmation of a great political exploitation, MONTANA, the imperialism, a level of childishness and betrayal of a certain political elite to the breaking point, today there is an urgent need and struggle for the construction and emergence of a true movement social can be a United and Popular Political Front to face the commissar the combined aggression of the imperialist forces, the local oligarchy and all their allies. There is a need for thorough cleaning and reform in the courtyard, so that the poor and unfortunate peasants, workers and other working forces in the cities and in the mountains can identify and connect them with the true progressive and democratic forces of their allies to impose their own projects and political leadership to free the country from all kinds of evils that are undermining it. This is the requirement at the time of the blood of the small peasants Janrabèl, Marotière and Bochan who died on July 23, 1987, making all progressive peasant organizations, all workers’ and non-junk union organizations, all urban and rural people’s organizations, all political parties and organizations leftist and progressive who remain faithful in their vision and practice to the idea of revolutionary change.

The Tetansanm Group and the Janrabel Missionary Team and their allies, the Bitasyon Caritas Group and the Bochan Missionary Team in Podepè and the Peasant Group and the Bombad Missionary Team, were carrying out a socio-political, cultural project in the North West department in the 1970-1980s. and alternative economics. An alternative project that was very scary, without the main actors who were animating this project, they did not realize the scope of the coolness of the project created at the highest level by the sworn enemy of the Haitian people, who on their side were simmering retorts and wild blows, in the framework of the implementation of the politics of domination and violent aggression that are still in the factory brands.
In fact, this alternative project brought to the fore a more global political project that already, at the time, collected the fundamental demands of the small peasants and other classes that are subject to domination and exploitation in Haitian society. In the fight, the small peasants were claiming a State that in public policy would be able to act on the means of production to allow small peasants and farmers to have access to good land and irrigation canals, access to State land, grandand and grandneg made relying on them in bad conditions, access to land and water for peasants to produce more to strengthen and protect the national agricultural production and to leave the country under the invasion of foreign products and sinister food. The small peasants of Janrabel, Marotyère and Bochan were claiming a State that could provide the population with adequate hospitals, dispensaries, laboratories, medicine and personnel and the necessary and qualified medical infrastructure; free primary, high and vocational schools and state universities for young people. It is in this sense that the peasants stood up in the North West against the market tax, food shortages and the system of section chefs and the dew chouket, etc.

The Tetansamm Group and Mission Team of the North West, especially in Janrabel and Bochan, were not satisfied with just claiming, but thanks to the local initiative of cooking pork fat and national and international solidarity, they managed to set up a whole series of economic, social and cultural initiatives to support the peasants’ fight. These initiatives and activities served as the material and infrastructure pillars that kept the Tetansam Group and Janrabel and Bochan Mission Team’s fight in the North West alive. Adding to the high level of political awareness they have manifested, these concrete initiatives have allowed the small farmers to reach a level of organization, motivation and outstanding mobilization capacity that remains perhaps unparalleled until now in the history of the Haitian peasant movement and in the Haitian social movement in general .

It was all these advantages that made the enemy’s camp afraid. This is what prompted the American embassy to send David Lee, an employee of the American consulate, to investigate the activities of the Tetansam Group and the Janrabel Mission Team, about a year before the massacre, on December 27, 1986. This also explains the visit general Henri Namphy together with Alphonse Jean, the great leader of the eternal front who was a presidential candidate at the time, went to raise the morale of the forces of the army in Janrabel, a month before the bloodshed, exactly on June 14, 1987.

Today we are witnessing the same type of conspiracy, even against the sworn enemies of the Haitian people and the American embassy at the head, the international and local mafia, restavek ratdokale politicians and all the other pimps who manage to form terrorist gangs throughout the country. especially in the metropolitan area of Potoprens and in Latibonite to sow terror among the population and block all popular power movements in the country. It is within the framework of this international scheme that they have come to the core and neutralized the Montana Agreement that is still resisting and remains despite this until now an alternative for us small farmers and all the Haitian people.
It is these great international schemes that explain the Transitional Presidential Council and the Conille government by not publishing the Agreement of April 3. The Montana Agreement was greatly influenced to serve as a beacon and road map of the transitional power that is in place, but which is currently swimming between corruption and the tolerance of the same system of impunity that produces bloody crimes, insecurity and hunger among the population from the PHTK government until today, without any perspective of a minimum improvement in the turmoil and misery of the population.

On the occasion of the commemoration of the 37th anniversary of the Janrabel and Bochan massacres of small peasants, the head of the Haitian peasant group is telling the Presidential Council and the Conille government that it is not too late to join hands while reminding them of the main obligations of the April 3 Agreement: establishment of the National Security Council (KNS); establish the Government Action Control Body (OKAG) on the basis of broad consultation with civil society organizations and the diaspora; set up the Steering Committee of the National Conference to achieve the sovereign National Conference and organize free and democratic elections to establish in the country the new constitutional authorities.

THE HEAD OF THE HAITIAN PEASANT COLLEGE will take the opportunity to launch a call to all organizations in civil society, to all stakeholders who set up the KPT and to all citizens, women and men, for a general stand-up to require the Transitional Presidential Council to publish The April 3 agreement is the only consensual tool that can give the Transitional Power that is in place a minimum of respect and legitimacy before the nation.

THE HEAD OF THE HAITIAN PEASANT COLLEGE is sending the same call to society and more specifically to different organizations and institutions that are responsible for choosing people to send to the KPT to form the Provisional Electoral Council, to remain very vigilant about the approach of suspected authorities they want to impose to reach the choice of KEP members. This approach risks provoking more crises in the country. We are underlining in this sense the urgency manifested in the too short deadline of the KPT to the organizations and institutions concerned so that they would come to an agreement on the choice of personality they want to form the KEP.
