The complexity of political and security dynamics in Haiti is such that one overriding question persists and requires sustained attention: who is behind the veil of authority of terrorist gangs, orchestrating their movements with elusive skill? Who is this “gang leader in a tie”? Does he live with us? Does he continue to hover around power, or is he part of the carefree team that manipulates the Gourde rate as it pleases?

Since the advent of the PHTK regime, in all its variants, Haiti has been inexorably approaching the precipice, an observation shared by many informed observers well before 2024. Even today, the enigmatic Jimmy Cherizier, known under the pseudonym “Barbecue “, persists in openly contesting the authority of the Haitian state, calling into question the legitimacy of a transitional presidential council at the national palace. Speculation about the exact date of the inauguration is rife, creating an atmosphere of palpable uncertainty.

Haitian security forces are being put to the test in this climate of growing instability, as they are forced to mobilize considerable tactical units to ensure the security of sensitive perimeters, particularly around the national palace. The vagueness surrounding the investiture ceremony, which should take place in restricted conditions, adds an additional dimension to this climate of expectation.

But beyond these immediate considerations, a great unknown continues to haunt minds: who really holds the reins of power in the shadows, orchestrating the activities of armed groups with disconcerting precision?

In view of this situation, the offer of security cooperation from Kenya, which says it is ready to deploy its forces in Haiti, while an Inspector General has been denounced for corruption, is of the utmost importance. Before any action, the mystery surrounding the identity and motivations of this powerful black-tie gang leader, whose maneuvers are obscure, must be dispelled. As long as the root of evil, symbolized by the enigmatic gang leaders operating in the shadows, free to move, is exposed and dismantled, any attempt to restore security and stability in Haiti risks remaining vain and illusory.
