The Fractures of the April 3 Agreement: An Institutional Crisis in Haiti
Port au Prince, [26 juillet 2024] – The Montana Accord Monitoring Office (BSA) issued a public note on Friday expressing deep concern about the current state of government affairs in Haiti, where leadership positions are being sold to the highest bidder.
The note highlights allegations of corruption and abuse of power within the Transitional Presidential Council (KPT), which BSA says has betrayed the fundamental principles of the April 3, 2024 Agreement.
The BSA accuses the KPT of deliberately ignoring commitments to fight corruption and impunity, restore the dignity of the state and ensure justice for victims. Each week brings its share of scandalous revelations about the actions of the CPT and the de facto head of government, leaving the population in an increasingly desperate situation.
The CPT members are accused of orchestrating a veritable institutional coup d’état, violating both the spirit and the letter of the April Agreement. The Council’s lack of transparency and arrogance have become commonplace, undermining the trust of the public and international partners.
Despite initial promises to set up the bodies provided for in the agreement, the CPT has made little progress, BSA says.
The once-trusting population is now expressing growing outrage at what it perceives as gross incompetence and dishonesty. Efforts to establish a National Security Council to deal with national security issues have been particularly unsuccessful.
The situation is all the more worrying as rumors of corruption and mismanagement continue to circulate, even implicating senior officials of the National Palace. These practices have led to a major crisis of governance, threatening to plunge the country into even greater instability.
In the face of this crisis, the BSA calls for a general mobilization of civil society to put pressure on the KPT and the government to respect the April 3 Agreement and put an end to corrupt practices.
The public note ends with a call for political intelligence, organization, resistance and citizen mobilization to light the path to victory for the Haitian people.

PUBLIC NOTES The BSA’s position on the pile of scandals and accusations of corruption at the head of the State
The BSA notes that the Presidential Transitional Council-KPT has already been installed, in solidarity with the members, they have decided to betray the spirit of consensus, ethical values, respect for the commitment to stop the waste of State funds, to fight against corruption and impunity, to give to the victims justice, to restore the dignity of the State, a set of principles that is the basis of the Agreement of April 3, 2024. Every week, the population is hearing from the KPT or in its relationship with the Head of the government, without seeing clearly what actions are being taken to remove the country from insecurity, impunity, suffering and poverty gangs and sandals and gangs and ties that have been hidden since several years.
Together the members of the Council made a coup against the April 3 Agreement, which is the legal and institutional framework of the transition, a value that has neither price nor limit. They demonstrate how they do not understand what it means to keep the institution sacred. In the midst of this institutional direction, the National Palace, rumors about Council K are well involved in the lives of fishermen. They are enrolled in a new practice that we don’t see lasting but enough spoiled by the eyes of state officials. These scandalous levels lead to a serious crisis.
