The representative of the Russian Federation spoke of “two parallel realities” developing in Haiti, one made of endless political wrangling to reach an agreement within parameters decided by external actors; the other consists of the “terrifying” daily life of ordinary Haitians, already accustomed to surviving in the absence of the power of the State and the basic services it should provide.
Today, he noted, real power is in the hands of armed groups that control entire regions of the country. It must be admitted that the political process has produced no results for several years and that the current administration has “completely discredited itself”, notably by its inability to investigate the assassination of President Moïse, committed there three years “with direct foreign interference”.
For Haitians tired of waiting for change, the Security Council seems, according to him, “powerless and useless”. “ The reality is also that the international community and the Council have so far not given priority to the interests of the Haitian people “, continued the representative.
He also expressed doubts about the ability of the Haitian Transitional Council to carry out its mandate, based on “demands imposed on its members” regarding the presence of foreign forces in his own state.
According to the delegate, the formation of transitional power structures in Haiti must be done with the direct participation of all Haitian parties, without any external interference. Moreover, he added, Haiti has never been able to free itself from this interference which has already cost it thousands of lives and billions of dollars, for example to pay the “shameful reparations” demanded by France. for its independence.
The representative considered that the prospect of implementing the “rushed” decision of the Council to send a multinational security mission to the island remains “vague”. It is clear to him that the multidimensional crisis the country is going through does not have simple solutions.
