The Presidential Council has a mandate of approximately two years, with no possibility of extension.

According to a draft decree relating to the creation, organization and functioning of the Council, the election of the president of the Transitional Presidential Council should take place after the installation of the entity at the national palace. In this document, it is said that the CP has a mandate of 18 to 24 months and will not benefit from any extension.

The document provides that the members of the Presidential Council should proceed, after their installation, to the election of the president of the structure by a simple majority of the 7 voting members out of the 9 which constitute it (2 observers).

In the event of a tie, a second vote should be held, then, if it is still impossible to decide between the votes, the president would be drawn by lot from the two candidates in the running.

The criteria for being a candidate for the presidency of the Council are those established by the Constitution. The person concerned should undertake not to be a candidate in the next elections, which will end the transition period, lasting 18 to 24 months. A deadline, which cannot be extended under any circumstances.

Apart from the presidency of the Council, six sectoral cabinets would be formed and coordinated by the six other advisers responsible for six main areas: security, elections, constitutional reform, the sovereign national conference, economic recovery and social and humanitarian recovery.

Members of the Presidential Council should receive a “monthly allowance” from the public treasury upon their installation. “Unjustified privileges” should be removed and the use of service vehicles rationalized.

“Neither the wife or husband of a member of the Presidential Council, nor any member of his family benefits from a special status during the transition period, manages a public project, or has access to funds from the public treasury,” the document reads.

The status of “first lady” or “first man” is not recognized by the transition, he adds.

The choice of the prime minister, who will lead the transitional government, should be made following the same formula as for the Presidential Council.

Each sector constituting the Presidential Council should designate a prime minister. The choice of one of the (7 or 9) personalities would be made by absolute majority. After three rounds of voting, in the event of a persistent tie, the prime minister would be drawn.
