PM Garry Conille in Washington twelve years later; Carlos Hercule, previously his personal lawyer, now Minister of Justice, takes over as interim
There is no need to be a great soothsayer to understand and follow the actions of Prime Minister Garry Conille. Twelve years later, he repeats the same actions, each time.
Recently, Rezo Nodwes reported that The Prime Minister of the Transitional Government, Dr. Garry Conille, seemed to have a particular affection for government pensions. This was the second time he had engaged in such an exercise.
Today, he is flying to Washington to meet with the heads of the same institutions during his previous visit to the American political capital twelve years ago.
PM Conille’s first trip to Washington dates back to 2012. He was at the head of a delegation which stayed from Sunday February 5 to Friday February 10, 2012 in Washington to meet the heads of international financial institutions, notably the International Monetary Fund. (IMF), the World Bank (WB) the Inter-American Development Bank (IDB) as well as members of the American Congress.
This ten-member delegation was composed of the President of the Senate, Mr. Simon Dieuseul Desras; the Minister for the Status of Women, Ms. Yanick Mézile; MP Guy Gérard Georges, President of the Foreign Affairs Commission; Patrick Rouzier, Advisor to the President of the Republic; Tatiana Wah, Advisor to the Prime Minister; Jean Max Bazin, Executive Secretary to the Prime Minister’s Office; and Hansy Pierre-Louis of the Ministry of Economy and Finance. Richard Morse, Special Advisor to President Martelly, also participated in the meetings.
The country, the State was well represented by a delegation that included the Prime Minister’s Office, the Presidency, the Senate and the Chamber of Deputies, he said.
“We have obtained a commitment from everyone in Washington that they will review their way of collaborating with Haiti, which is essential,” he noted.
“The World Bank, the IDB and the USA represent two billion dollars of promises. This is the bulk of the funds for reconstruction. At the moment, they are at less than 20% of disbursement. If we can obtain, from this trip, an acceleration of disbursements, better predictability of commitments, an increase in the flow of payments and increased coherence, this will complement the efforts of President Martelly who is looking elsewhere for resources,” he stressed.
We know the rest: A few months later, either the February 24, 2012Garry Conille had to resign from his post as Prime Minister for reasons which are still controversial today, but which some observers explain by his involvement in the fight against corruption and the famous affair of contracts awarded without call for tenders, under the Préval-Bellerive Government and that others, including Senator Edwin Zenny, had preferred to associate it rather with deep differences between the President and the Prime Minister who refused to follow the political agenda of President Martelly.
Twelve years later, Garry Conille returned to the head of government and went to Washington again, a few weeks after his installation.
Indeed, this Friday, June 28, 2024, the Prime Minister, Dr. Garry Conille left the capital to go to Washington and New York on an official trip.

Port-au-Prince, The head of government is accompanied by the Minister of Economy and Finance, Planning and External Cooperation, Madame Marie DA Ketleen Florestal, the Minister of Foreign Affairs and Religion and Haitians living abroad, Mrs. Dominique Dupuy, and her chief of staff, Mr. Nesmy Manigat.
During its stay, the delegation chaired by the Prime Minister, Dr Garry Conille, will have important working meetings with, among others, heads of international financial institutions. She will also make an inspection visit to the Haitian embassy in Washington, according to a press release from the Prime Minister’s Office.
In the absence of the PM, the interim is provided by the Minister of Justice and Public Security, Maître Carlos Hercule, who, before his installation in this position, was his personal lawyer in the context of the case relating to CNE equipment.
