The coordinator of the Presidential Transitional Council, Edgard Leblanc Fils, presented his first speech following his appointment. The former senator praised the spirit of consensus which animated the group. He clarified that the Council’s first objective is cohesion. At the same time, the structures making up the minority did not wear gloves to denounce and qualify the process leading to the appointment of Mr. Leblanc and the excessive zeal of the majority in proposing a Prime Minister. According to them, they knowingly decided to violate the April 3 agreement.

The new crisis is seriously starting to take shape. This time, it is within the Council itself that the fire is lit. The appointment of a coordinator to preside over the activities of the Council has hurt the wound. An all too predictable situation that we denounced from the start.

In his inaugural speech, the President of the Council, former senator Edgard Leblanc Fils, praised the spirit of consensus which animated the group. He touted the process of negotiation, concession and discussion that earned him his status as the council’s number one. The representative of the January 30 collective specified that their first objective is to demonstrate cohesion, will and determination with a view, he said, to going beyond the chapels and the conflicts. The unsuccessful candidate in the 2016 second-level presidential elections organized by Parliament stressed that his nomination is a definitive step which will lead to the solution of the crisis.

He also maintains that the Council recognizes the suffering of all Haitian victims while placing this controversial consensus in this line: the quest for their protection. The CPT coordinator made negotiations the hobbyhorse of his team, promising through this tactic to free the country from all the people who have caused so many victims in this community.

Lavalas, AAA and Montana, in rebellion

While four of the seven personalities have reached an agreement to appoint the President of the Council and propose a Prime Minister, the minority group automatically sets itself up in opposition to call for respect for the agreement of April 3. For the Fanmi Lavalas party, the majority’s way of proceeding is a vast disorder. He describes what happened on April 30, 2024 as a masquerade and a scandal of betrayal. This structure did not hide its indignation, accusing the majority of wanting to maintain the status quo for the benefit of disorder and structures that favored banditry in the country.

The “Ayiti An Aksyon” (AAA) party agrees, energetically criticizing the decision-making process on the basis of the majority. This tactic is contrary to what the April 3 agreement provides. However, he says he encourages the logic of consensus between advisors. As for the appointment of the Prime Minister, the AAA says it hopes that this process will be resumed in the spirit of the agreement.

It was not the Montana Agreement Monitoring Office (BSA) that was going to shy away from its criticisms addressed to the majority group. In a note that it published a few hours after the official announcement of the name of the new coordinator of the CPT, the BSA severely attacked the advisers and their representative who clumsily propelled the former senator to the presidency of the Council. According to this group, the coalition of 4 representatives, he said, trampled on the requirements of the agreement. Their betrayal aims to continue the policy of sharing the pie which is responsible for the current situation in the country. The leaders of Montana call, in this sense, on the actors concerned to pull themselves together and specify, to anyone who will listen, that they will not condone these types of attitudes which do not respect the signed commitments.
