Prime Minister Garry Conille announced this Thursday, during a press conference, that his government would implement an anti-corruption strategy.

“We will invite civil society to play its role, to give its opinion and make its contribution. We are going to develop a national anti-corruption roadmap for each control institution,” Garry Conille declared at a press conference.

This announcement follows a meeting this Thursday, June 20, 2024, with the directors general of the main control bodies such as UCREF, ULCC, CNMP, DCPJ, BAF, CSCCA, as well as the ministers of Economy and Justice.

“We wanted to launch this strategy at the start of our mandate. Because the Haitian crisis, marked by insecurity, social, humanitarian and economic problems, is fundamentally linked to a State which has not been able to assume its role. Therefore, we cannot attack evil without at the same time attacking the disease. There is, fundamentally, a problem of bad governance, of corruption, which is rooted in the state structure,” declared Garry Conille.

The Prime Minister stressed the importance of restoring trust between the population and the government. “The population must have the feeling that the State is working for their benefit. To improve their living conditions. They must have the certainty that the State does not tolerate corruption and impunity towards those who squander public funds and property. the State,” he said.

Garry Conille then announced that measures would be taken in the coming days. “Up to 30% of state personnel receive their salaries while being absent. This is a problem that we must immediately take decisions to remedy,” he said. “We are going to prohibit the administration from setting up a system to collect funds that are not provided for by law. We are going to clean up the administration’s payroll. We are going to work on cleaning up the distribution of debit cards We will ensure transparency in the decisions that we will adopt,” he continued.

Furthermore, note that the citizen collective “Nou Pap Dòmi” (NPD) submitted to the Prime Minister on Thursday June 13, 2024 a document containing proposals to promote transparency and fight corruption in Haiti. Among their recommendations is the declaration of assets by the Prime Minister, ministers and public officials, in accordance with the law of February 12, 2008.

These statements should be made public, as required by Article 6 of the same law. To strengthen citizen control, NPD proposes the creation of a civil society coalition to monitor public spending, with full access to the necessary information. Another measure suggested by NPD is the establishment of a task force between public anti-corruption institutions to carry out preventive and concomitant audits on all state projects and sites.
