Speaking at a special meeting on Haiti at the United Nations Security Council on Wednesday, Prime Minister Garry Conille for the first time addressed the dismissal of Frantz Elbé as head of the Haitian National Police (PNH). Conille stressed that reform of the PNH, whose chief he replaced shortly after taking office last month, was “essential” to restoring public confidence.
However, a major question arises: will Frantz Elbé, like his predecessors Normil Rameau in 2020 and Léon Charles in 2021, be assigned to another post, notably in a Haitian embassy abroad such as in Washington?
Rumors, which the newspaper was unable to verify with the Prime Minister’s office, suggest that Elbé has already been designated for a Haitian diplomatic mission.
It is noteworthy that under the administration of de facto Prime Minister Dr. Ariel Henry, the country descended into chaos and anarchy. Leon Charles and Frantz Elbe, both police directors under that administration, were criticized for their excessive use of tear gas against anti-government protesters.
