In a press release sent to the editorial staff this Wednesday, February 14, 2024, the government announced that a deadline has been set for the deployment of the Multinational Security Support Mission after a meeting between Haiti, Kenya and the USA in Washington. Refraining from specifying the date, the government indicates that Haiti and Kenya must sign a memorandum of understanding next week as required by Kenyan justice.

A planning meeting for the arrival of the Multinational Security Support Mission (MMAS) was held in Washington on February 12, 13 and 14. The Haitian delegation, led by the Acting Minister of Justice and Public Security, Emmelie Prophète Milcé, was composed of the Director General of the Haitian National Police, Frantz Elbé, Inspectors General Frédéric Leconte, Jackson Hilaire, Francène Moreau.

During these different sessions, important points about the Mission were discussed such as the mission’s concept of operations, logistics, compliance, surveillance, the equipment that will be required and human rights issues. .

According to the government press release, the Under Secretary of State for Political Affairs, Mrs. Victoria Nuland, closed the sessions and the participants “set a deadline for the arrival in Haiti of support for the National Police of ‘Haiti to restore security’. Throughout the press release, no date was specified.

The last session took place this Wednesday, February 14, 2024. It was devoted to the memorandum of understanding document between Kenya and Haiti required by the Constitutional Court of Kenya.

“Intense discussions took place between the two delegations in order to bring it into conformity with the legislation of the two countries”, reports the government which specifies that “a final decision on the text should take place at the beginning of next week as well as its signature by the two parts “.

The Kenyan delegation, made up of 14 Government representatives, was led by the Deputy National Security Adviser, Mr. Joseph Boinnet. Under Secretary of State Brian Nicholls, Assistant Under Secretaries of State Barbara Feinstein and Todd Robinson each spoke at the opening of the proceedings.

This news comes at a time when people are fleeing their homes in several neighborhoods of the country. The government, which is only waiting for the multinational mission, often mentions the weaknesses of the institutions which are there to restore order.
