iciHaiti – Justice: Justice Support Program and Fight Against Impunity

The Justice Support and Fight Against Impunity Programme (PAJLI) of the United Nations Development Programme (UNDP) is actively supporting working sessions in Haiti with the Ministry of Justice to develop the first evaluation process for public prosecutors.
PAJLI aims to strengthen the capacities of institutions and actors in the judicial system as well as coordination with the Haitian National Police (PNH) to combat impunity, insecurity and gender-based violence.
The PAJLI program aims in particular at 5 objectives:
1- The independence and integrity of magistrates are strengthened, ensuring their accountability and performance in combating insecurity, corruption and gender-based violence;
2- The capacities of magistrates and coordination with the PNH in the conduct of investigations, prosecutions and the adjudication of crimes related to insecurity and corruption are increased, reducing impunity. The establishment of anti-gang, anti-corruption, and anti-Gender-Based Violence judicial mechanisms (model jurisdictions) contributes to achieving this result;
3- The legal and regulatory framework to combat insecurity and corruption is adapted and implemented, impacting these two issues;
4- The capacities of the judicial system at the community level, as well as access to justice in order to prevent and resolve conflicts are strengthened, contributing to increasing the resilience of the environment;
5- The advocacy and monitoring capacities of Civil Society Organizations (CSOs) are consolidated, ensuring the accountability of actors in the judicial system and the advancement of justice reforms.
It should be noted that the Governments of Canada and Norway also actively support PAJLI.
