National Conference: When will the CPT begin consultations with the signatory parties of the April 3 Agreement for the appointment of the Steering Committee?

The Presidential Transitional Council (CPT), by decree dated July 17, created “an exceptional participatory mechanism, limited in time, called the “National Conference” or, as it specifies, all actors, associations, organizations, movements and interest groups are authorized to debate problems affecting the fundamental interests of the Haitian Nation and submit to the Executive appropriate and accepted resolutions taken in a transparent manner within the framework of inclusive debates.

Article 6 of the said decree specifies that the work of this national conference is coordinated by a Steering Committee assisted by a technical secretariat for the organization of the National Conference.

Article 10 states that the members of the Steering Committee are appointed by Order of the Presidential Transitional Council taken in Council of Ministers.

However, the Agreement of April 3, which to date remains the sole basis of legitimacy of the Presidential Transitional Council, stipulates in its article 28:
“Immediately after taking office, the Council will proceed to appoint the Steering Committee of the National Conference in consultation with the Prime Minister and in consultation with the stakeholders who are signatories to the Agreement and other organized structures of society.”
Consultation with the Prime Minister seems to have begun, in any case, is assured, since it is noted that the members of the Steering Committee will be appointed by Order taken in the Council of Ministers.

What about consultation with stakeholders who signed the Agreement and other organized structures of society?
Has this consultation already begun? Will the Transitional Presidential Council comply with this obligation?

It has been noted, since taking office, that the CPT has taken the liberty of choosing the provisions of the April 3 Agreement that it intends to respect and implement.

Is Article 28 of the Agreement of 3 April one of the provisions of this Agreement that the CPT intends to implement?

Furthermore, the Transitional Presidential Council also chose to ignore its obligation to specify in the decree creating and organizing the National Conference the sectors and departments represented in the Steering Committee.
“Article 29. The decree creating and organizing the National Conference will specify the mandate, the number of members of the Steering Committee, the sectors and departments that they represent as well as the themes of the debates. ”
Why has the CPT chosen not to specify, as required by Article 29 of the Agreement, the departments represented on the Steering Committee?

Should we interpret this choice as a desire to exclude the population of the country’s 10 geographical departments from this process which will decide the country’s Constitution, the new social project for Haiti, the establishment of new relations between the State and society?

Now, there is no doubt about the will of the Presidential Transitional Council, or at least of the majority of its members, to deviate from, ignore or even kill the April 3 Agreement to which it nevertheless owes its existence.

Will the Transitional Presidential Council ever regret this gesture? Like any unnatural son committing parricide, will it find itself confronted, at some point, with feelings of deep regret and guilt after having committed such an unforgivable act?

Will the members of the CPT, once loving and respectful of the April 3 Agreement, explore the motives and circumstances that led them to want to commit the “irreparable”?

Through their memories and reflections, will they desperately seek an explanation, a justification that could alleviate even a little the crushing weight of their guilt?

Like any unnatural son, the CPT risks finding himself face to face with himself, confronted one day with a solitude, an isolation which will mark his existence forever.
