During his appearance on the program “Le Rendez-vous avec Volcy Assad” this Thursday, June 6, 2024, the Executive Director of the National Network for the Defense of Human Rights (RNDDH), Pierre Espérance, recommended an agreement between the presidential advisors and Garry Conille, current Prime Minister, concerning the appointment of personalities for sovereign ministries.

Pierre Espérance supports Garry Conille’s initiative aimed at reducing the number of ministries, but does not support his approach to taking ownership of the choice of ministers for sovereign ministries. According to Espérance, the Prime Minister should respect the terms of the April 3 agreement, which, he recalls, constitutes the essential guide for this transition.

This agreement stipulates that the formation of the government must be done in consultation with the Presidential Transitional Council (CPT).

According to the information collected, for the ministries of Justice, Interior, Foreign Affairs/Mhave, and Finance/Planning, Garry Conille would propose a list of three candidates per position, from which the Council would choose a minister. None of the CPT member sectors would propose candidates in order to avoid these positions being used to favor a political sector in the next elections.

“If I were an advisor, I would not have accepted it,” declares Pierre Espérance. “Who tells me that the Prime Minister and his team are neutral? Who guarantees me that the Prime Minister will not act in favor of a particular political sector? » he asks, insisting on the need to follow the prerogatives of the agreement.

Pierre Espérance calls for an agreement between the Presidential Transitional Council and Prime Minister Garry Conille on common criteria for the selection of ministers. This approach, according to him, is essential to prevent one of the sectors from being advantaged over the others.

Furthermore, according to our sources, advisors will be able to propose candidates for non-regal ministries.
