“Many houses were destroyed during the kidnapping. The victims ran here and there, all naked, in the cold of the night. A real mess,” human rights activist Santiago Molina also reported in the Dominican press.

“These shameful, infamous practices”, carried out by DGM agents, are commonplace, denounces the Garr platform, referring to a spectacular rape perpetrated, on Friday, September 15, 2023, by a Dominican agent at Las Americas International Airport (in Santo Domingo) on Haitian national Stephy Graph Cadichon, in the presence of her four-year-old son.

Haitian migrants, including pregnant women, confide in having suffered sexual abuse from Dominican migration troops, according to testimonies often collected by the Haitian group for the defense of the rights of returnees and refugees.

The Garr platform mentions “numerous scenes of looting, theft and brutality, racist and xenophobic acts, which punctuate these pseudo operations, more comparable to raiding practices with a commercial aim”.

Such notorious, unpunished, tolerated and recurring practices constitute strategies of persecution against Haitian migrants, condemns the Garr platform.

Dgm agents persist in reproducing the same practices with complete impunity, despite repeated remonstrances from the Garr platform, the Amnesty International organization, the United Nations and many other institutions, to force the authorities of the Dominican Republic to respect the rights of Haitian migrants, and stop racist and xenophobic practices against them.

The Garr platform invites all relevant national and international actors, including the United Nations Children’s Fund (UNICEF) and the National Council for Children and Adolescents (Conani), a decentralized institution. of the Dominican State, “to stand together to demand that light be shed on this case of rape of a minor and the many others, which the neighboring Republic often tends to stifle, thus giving free rein to total impunity”.

The Support Group for Returnees and Refugees and Amnesty International platform called on the government of the Dominican Republic to end its racist migration policiesin separate notes.
