Mister President,

The undersigned, members of the Haitian business community, present their compliments to His Excellency William Ruto and salute His Excellency for his unwavering support in providing Kenyan leadership for the Multinational Security Support Mission authorized by the United Nations Security Council on October 2, 2023.

They are grateful for the affirmed intention of the international community to respond positively to the Haitian government’s request made in early October 2022, for robust assistance so that its armed forces and national police can restore security. Security is a vital element of the socio-economic development of a State. There can be no significant investments without security. While Haiti’s capital region as well as its most important agricultural area are under siege by well-armed gangs, who hinder the free movement of people and goods in the country’s 10 departments.

The undersigned organizations welcome the adoption by the United Nations Security Council of Resolution 2699 on October 2, 2023, which authorized the deployment of a Multinational Security Support Mission (MSSM). Thus, we thank the government and people of Kenya in general, and His Excellency President William Ruto in particular, for their willingness to lead the MSSM.

The undersigned recognize that the Haitian security forces lack adequate human and material resources to undertake the arduous task of immediately restoring security to enable the transitional government to implement its road map, which includes economic recovery, assistance with the resettlement of more than 300,000 displaced people as well as institutional reforms and the holding of democratic, free and fair general elections. Therefore, Kenya’s leadership will be crucial in helping Haiti’s security forces defeat gangs, secure critical infrastructure, and assist in the preparation and initial implementation of a national security plan, including including the establishment of a National Security Council.

The stability that Kenya-led assistance will help achieve will enable Haiti’s crippled economy, victim of years of growing insecurity and forced to shrink to a fraction of its installed capacity and capability, to rapidly expand. production and employment to ensure that all stabilization efforts are supported by reliable and consistent socio-economic growth and employment.

The undersigned members of the Haitian business community remain extremely concerned by the unfortunate delay in the deployment of the MSSM, more than six months after the adoption of Resolution 2699, less than three months before the end of its initial nine-month mandate , on July 2.

Given the imminent formation of the inclusive and broad-based Haitian transitional government expected in the coming days, the undersigned members of the business community look forward to the arrival of Kenyan forces in relatively short order.

Security is a vital component of a state’s socio-economic development. There cannot be any meaningful investments without security. Meanwhile, Haiti’s capital region and its most important agricultural area are besieged by well-armed gangs, which impede the free flow of people and goods within the country’s 10 departments.

The undersigned members of the Haitian business community remain extremely concerned about the unfortunate delay in deploying the MSSM, more than six months after the adoption of Resolution 2699, and less than three months before the end of its initial nine-month mandate on July 2nd.

In light of the imminent formation of the broad-based and inclusive Haitian transitional government expected in the coming days, the undersigned members of the business community look forward to welcoming the Kenyan forces in a relatively short order.
