The National Police of Haiti (PNH) issued on Monday, May 6, 2024, wanted notices against all detainees who escaped from the civil prisons of Port-au-Prince, Croix-des-Bouquets, Cabaret and Port-de-Paix, among others. The decision was taken by the acting Director General of the PNH, Frantz Elbé with the aim of strengthening the security system in the country’s prison centers.
THE HAITI FACTOR, May 6, 2024._ After the failure of the “have you seen me” attempted by the Government Commissioner at the Court of First Instance of Port-au-Prince, Me Edler Guillaume who had asked the prison escapees to return to their cells, under penalty to go get them, the Acting Director General of the National Police of Haiti, Frantz Elbé follows in his footsteps.
Two (2) months after the armed attacks by gangsters from the “Viv ansanm” coalition on the evening of March 2, 2024 against the civilian prisons of Port-au-Prince (National Penitentiary) and Croix-des-Bouquets having provoked the Following the escape of several thousand prisoners, including notorious bandits, the much-maligned Commander-in-Chief of the PNH wants to raise his voice.
In fact, he issued wanted notices against all the escapees. The decision was taken following a workshop carried out on Sunday May 5, 2024 by the Chief Police Officer with the aim of strengthening the security system in the country’s prison centers, according to a press release.
To support its decision, the General Directorate of the National Police of Haiti (DGPNH) published a first list of names and photos of more than 100 fugitives including notorious bandits and criminals. This is particularly the case for:
Dimitry Hérard : The former head of the General Security Unit of the National Palace (USGPN) is wanted for homicide, robbery, theft, armed night robbery, act of terrorism and escape from prison.
Jean Laguel Civil : The former head of presidential security coordination accused of assassinations, attempted assassination, criminal conspiracy and prison escape.
Clifford Brandt : wanted for kidnapping followed by forcible confinement, illegal possession of firearms, murder, theft and escape from prison.
Woudly Éthéard (Sonson La familia): accused of kidnapping, possession of weapons of war, money laundering, criminal conspiracy and escape from prison.
Exéquiel Alexandre (Zé) : Assassination, attempted assassination, armed robbery, kidnapping and prison escape. He is presented as the leader of the gang called “Base Pilate”.
Albert Stevenson : The Simon-Pelé gang leader is accused of kidnapping and forcible confinement, breach of trust, counterfeiting, hijacking of goods trucks and escaping from prison.
Vilpic Dunes : accused in the assassination of Me Monferrier Dorval, armed robbery, criminal conspiracy and escape from prison.
Me Michel Virgile (Ex-commissioner of the Government of Port-de-Paix, North-West) : He is wanted for embezzlement of public funds, forgery and use of forgery, criminal conspiracy and escape from prison.
By launching wanted notices against the fugitives, the PNH calls on the population to be cautious and invites them to denounce them in case any are found in their entourage. The police are pleading in this sense for perfect police-population collaboration with a view to catching prison escapees.
