Political actors are expected in Jamaica from March 5 to 6, 2024, EDE conditions its participation

The protagonists of the Haitian crisis are invited to Jamaica from March 5 to 6 for a final attempt at negotiations aimed at resolving the political crisis. Representatives of civil society are also invited. It is the heads of government of Caricom who are issuing the invitations several months after the last failure of eminent personalities in Haiti. Claude Joseph’s EDE party conditions its participation in the negotiations.

A new meeting between the protagonists of the crisis is planned in Jamaica from March 5 to 6, 2024 under the aegis of Caricom.
According to a note sent to stakeholders, several points are planned in the discussion agenda:
1, transform the High Transitional Council into a Presidential Council
2, the powers of the Presidential Council
3, the training of the CEP
4, formation of a government of national unity.

According to the Caricom note, the USA, the EU, the United Nations and Caricom will play the role of observers during these meetings.
If on the power side, the actors respond positively to this meeting, this is not yet the case for all the opposition actors.

In a letter sent to Caricon, the EDE party, for example, conditions its participation on 4 conditions:
the clarification of the title and quality by which Ariel Henry continues to occupy the office of Prime Minister;
the release of political prisoners including Merthyl Marcelin (Bab) and Archibal Fils; the opening of an investigation into the assassination of activist Roosvelt Constant in Les Cayes, BSAP agents and the attempted assassination of Mgr Pierre André Dumas, and the renunciation by the government of the instrumentalization of file of the assassination of Jovenel Moïse for the purposes of political persecution.

Former Prime Minister Claude Joseph is indicted by Judge Walter Wesser Voltaire as part of the investigation into the assassination of Jovenel Moïse.

At the end of his participation in the 46th meeting of Caricom heads of government, Prime Minister Ariel Henry said he wanted to organize general elections in the country no later than August 31, 2025 to renew political staff. An announcement contested by the opposition highlighting the failure of the government led by Ariel Henry.
Less than 24 hours after Prime Minister Henry’s announcement, armed gangs launched protest movements in the streets, paralyzing all activities in the metropolitan area. The toll is heavy: at least 7 police officers were murdered by armed gangs. They were subsequently decapitated and cut into small pieces by the bandits. The gangs led by Jimmy Chérisier alias Barbecue and presented under the new label “Vivre Ensemble” threaten to overthrow Ariel Henry by force of arms.

According to SDP spokesperson Michel André, the alliance between “gangs, drug dealers and certain opposition politicians” will lead nowhere.
