The former Haitian Prime Minister, Evans Paul, during an interview given to a radio station in the capital, took stock of the situation. At the same time, he showed agreement with article 2 of the decree creating the Presidential Council.

In the opinion of the former Mayor of Port-au-Prince, the best thing to do was to proceed by acclamation. This tactic would negate a lot of problems. According to him, any approach aimed at accommodating the Constitution will only lead to other problems. For Mr. Paul, Haiti is experiencing a particular situation and any reference to the Constitution will only hinder the process.

The former tenant of the Prime Minister’s Office, particularly under the administration of Martelly, is very clear: a Council of Ministers cannot appoint a Presidential Council. For him, it is the basis in administration that a subordinate cannot appoint his superior. At the crossroads where the country currently finds itself, each step taken in this perspective will lead straight to other difficulties, he added.

Furthermore, the politician questions the criticisms that some address to article 2 of the decree forming the Council. According to Mr. Paul, the state operates according to procedures. And it is normal for the Government to make demands since it is following a constitutional logic. The former PM attacks those who want to take the appointment of the current Government as a precedent to imitate by emphasizing that the country is not a savannah.

In the process, Mr. Paul criticizes the brinkmanship practiced by the protagonists, inviting them in passing to transcend their pride with a view to a concerted solution. Because, specifies the politician, there are three ways to take power: force, the ballot box, trickery or negotiation.
