Caricom improvises, imposes new conditions at each stage of the process. At the same time, organizations from the Haitian diaspora are demanding their integration into the Presidential Council!

CARICOM had the nine names to constitute the Presidential Council. All that remains is to send the names to the Council of Ministers for official publication. However, to reach this phase, CARICOM requires from the members of the Council the election of one of them to chair the team and the criteria for choosing the Prime Minister by consensus.

Indeed, two important meetings took place on March 22 and 23, 2024, between CARICOM which plays the facilitator and the personalities designated to constitute the Presidential Council of nine members. During these discussions, the regional body set its conditions to speed up the process. According to the requirements made by CARICOM, the councilors must meet to choose one of them to chair the Council but also, they must define the criteria for appointing a new Prime Minister.

It is only when the advisers have passed this milestone that CARICOM leaders will communicate the list of nine advisers for publication in the official journal, Le Moniteur. In the process, this approach by CARICOM continues to raise opposition within the Haitian community who are divided on a more restricted council and an appeal to the Court of Cassation as an appropriate approach. At the level of the Haitian Diaspora, multiple organizations, including the Platform of Community Organizations of the Haitian Diaspora (POCODH), in a letter addressed to the Caricom secretariat a reminder was made concerning the absence of the Haitian diaspora in the list informal meeting of the 9 members of the Presidential Council. Indeed, in its aide-mémoire of March 12, 2024, Caricom mentioned that its draft Presidential Council would be composed of seven (7) members plus two (2) observers: 1 member of civil society and 1 member of the diaspora Haitian. Which is not the case to date.

While this Presidential Council project is widely followed on social networks, the reality in Haiti is focused on other facts. Insecurity continues to rage in the Haitian capital. Commercial boat traffic has been virtually suspended since March 5. More than one is very worried about this humanitarian crisis which is gradually developing in the country.

Activists from popular organizations close to the Collectif Proposition Citoyenne announce the colors with a large march planned for March 29, on the occasion of the anniversary of the Haitian Constitution of 1987. At a time when this serious crisis of governance is becoming complicated Furthermore, the leaders of this movement who advocate a solution towards the Court of Cassation, announce the colors and are already in the process of summoning CARICOM, the Court of Cassation and the outgoing ministerial cabinet… in order to slow down and/or cancel the negotiations aimed at installing an illegitimate and unconstitutional Presidential Council in the country, they say.
